Issue with repeated charging when downloading attachments

For the attachments on this forum, one earns rewards just by downloading them, regardless of whether one has already downloaded them or not. Is it possible to set a time limit after which repeated downloads no longer result in rewards? Or if it has already been downloaded, no need to download it again to save money
Sometimes the download is a bit slow; those who are in a hurry to download will have to spend two gold coins
It turns out that no rewards are given for downloading again after the initial download; it seems this rule was changed later. My internet speed is poor, so downloads often fail – it’s really frustrating! :(
