Condensate tank level issue

The steam goes to the condensate tank after passing through the reboiler. There is no condensate in the condensate tank (no liquid level indication). What’s going on? Also, why is a balance pipe designed before the steam enters the reboiler? (There is a 1-inch pipe connected to the condensate tank before the steam line enters the reboiler); what is the purpose of this?
