“During the 13th Five-Year Plan period, the **National Development and Reform Commission will focus on planning the development of seven major petrochemical industry bases. In January 2015, the Caofeidian project for 10 million tons of oil refining and related chemical production was approved by the **National Development and Reform Commission. In December 2015, Hengli Petrochemical’s 20-million-ton integrated refining and chemical project officially commenced construction in the Dalian Changxing Island Economic Zone. In December 2015, the foundation was laid for the Gulei petrochemical integration project in Zhangzhou, Fujian. In addition, integrated refining and chemical complexes in places such as Caojing in Shanghai, Huizhou in Guangdong, Lianyungang in Jiangsu, and Ningbo in Zhejiang will be completed or start construction successively during the 13th Five-Year Plan period.
The complete removal of restrictions on private enterprises in the petrochemical industry will surely boost the development of domestic refining technology, ultimately benefiting society as a whole.
