Can registered safety engineers register now?

On May 10, 2015, the State Council issued a document deciding to abolish certain administrative approvals that were not based on licensing requirements; as a result, the approval process for registered safety engineers was eliminated. Later, the State Administration of Work Safety decided to suspend the registration and continuing education processes for registered safety engineers. It has been over a year now – can registered safety engineers still be registered?

It’s not possible yet, right? Mine has been pending for almost two years and I still haven’t registered it!
Exams have been suspended this year as reforms are being carried out. The reform is expected to be completed by 2017, with exams resuming in 2018
I originally planned to take the Certified Safety Officer exam this year, but it seems there’s no hope now
I got mine 15 years ago; I’m not sure if it will still be usable after the reforms.
I hope the days working as a safety engineer will become increasingly easier
