Eligibility requirements for Level 1 Certified Fire Protection Engineer: (1) Hold an associate degree in fire protection engineering, with at least 6 years of work experience, of which at least 4 years should be spent in fire safety-related work; Alternatively, one may have an associate degree in a field related to fire protection engineering, with 7 years of work experience, of which at least 5 years should be spent in fire safety-related work. (II) Hold a bachelor’s degree in fire protection engineering, with at least 4 years of work experience, of which at least 3 years have been spent in fire safety-related work ; Alternatively, one must have a bachelor’s degree in a field related to fire protection engineering, with 5 years of work experience, of which at least 4 years should be spent in fire safety-related work. (III) Hold a double bachelor’s degree including in fire protection engineering, or have graduated from a graduate program, with at least 3 years of work experience, of which at least 2 years should be spent in fire safety-related work ; Alternatively, one may have a double bachelor’s degree in a field related to fire protection engineering or have graduated from a graduate program, with at least 4 years of work experience, of which at least 3 years should be spent in fire safety-related work. (IV) Hold a master’s degree in fire protection engineering, with at least 2 years of work experience, including at least 1 year in fire safety technology-related work ; Alternatively, one must have a master’s degree in a field related to fire protection engineering, along with 3 years of work experience, of which at least 2 years must be spent in fire safety-related work. (5) Hold a doctoral degree in fire protection engineering, and have at least 1 year of experience in fire safety technology work ; Alternatively, one must have a doctoral degree in a field related to fire protection engineering, or have worked in fire safety technology for at least 2 years. (6) For those who have obtained a corresponding academic qualification or degree in another field, their length of service and their duration of experience in fire safety technology work shall each be increased by 1 year. I. Examination Time and Subjects The specific examination times for the 2016 Level 1 Certified Fire Engineer qualification exam are as follows: Examination Date, Examination Time, Examination Subject: November 12, 09:00–11:30 – Fire Safety Technology Practice; 14:00–16:30 – Comprehensive Ability in Fire Safety Technology. November 13, 09:00–12:00 – Fire Safety Case Analysis. II. Question Types and Answering Methods The “Fire Safety Case Analysis” subject consists of subjective questions, which should be answered on special answer sheets; The other two subjects are all objective questions, to be answered on answer sheets. Candidates should note the following: 1. Before answering the questions, read carefully the instructions (on the test paper) and the guidelines for answering (on the answer sheet), and fill in the relevant information as required ; 2. Use the designated answering tool to respond ; 3. Answer within the designated area on the answer sheet. When taking the exam, candidates should bring a pen with black ink, a 2B pencil, an eraser, and a calculator without any text-editing functions. The draft paper used for answering questions is provided uniformly by the personnel examination authority and collected after the exam. III. Management of Exam Results: The results of the Level 1 Certified Fire Engineer qualification exam are subject to a rolling system. Those who take all 3 subjects (the full exam category) must pass all of them within 3 consecutive examination years, while those who take 2 subjects (the category with one subject exempted) must pass those subjects within 2 consecutive examination years in order to obtain the qualification certificate. IV. Eligibility Requirements Those who meet the conditions stipulated in the Notice issued by the Ministry of Human Resources and Social Security and the Ministry of Public Security titled \"On Issuing the Interim Provisions on the Registered Fire Engineer System, as well as the Measures for the Administration of the Qualification Examination for Registered Fire Engineers and the Measures for the Assessment and Recognition of Such Qualifications\" (MOHRSS Document No. [2012] 56) are eligible to apply for the qualification examination for Level 1 Registered Fire Engineers. (1) Eligibility criteria for applying for the general (three-subject) exam: Any citizen of the People’s Republic of China who abides by **laws and regulations, adheres to professional ethics, and meets one of the following conditions may apply to take the examination for Level 1 Certified Fire Engineer: 1. Hold an associate degree in fire engineering and have at least 6 years of work experience, of which at least 4 years should be spent in fire safety-related work ; Alternatively, one may have an associate degree in a field related to fire protection engineering, with 7 years of work experience, of which at least 5 years should be spent in fire safety-related work. 2. Hold a bachelor’s degree in fire protection engineering, with 4 years of work experience, of which at least 3 years have been spent in fire safety-related work ; Alternatively, one must have a bachelor’s degree in a field related to fire protection engineering, with 5 years of work experience, of which at least 4 years should be spent in fire safety-related work. 3. Hold a master’s degree in fire protection engineering, with at least 2 years of work experience, including at least 1 year in fire safety technology-related work ; Alternatively, one must have a master’s degree in a field related to fire protection engineering, along with 3 years of work experience, of which at least 2 years must be spent in fire safety-related work. 5. Hold a doctoral degree in fire protection engineering, and have at least 1 year of experience in fire safety technology work ; Alternatively, one must have a doctoral degree in a field related to fire protection engineering, or have worked in fire safety technology for at least 2 years. 6. For those who have obtained a corresponding academic qualification or degree in another field, their work experience as well as their experience in fire safety technology work shall each be increased by 1 year. (II) Requirements for exemption from one exam subject: Those who meet the above application requirements and possess one of the following conditions may be exempted from the \"Fire Safety Technology Practice\" exam, and need to take only the \"Fire Safety Technology Comprehensive Ability\" and \"Fire Safety Case Analysis\" exams. 1. Those who were evaluated and appointed to the senior engineer technical position prior to December 31, 2011 ; 2. Those who have obtained the qualification certificate for a First-Class Registered Architect through a national unified examination, or the qualification certificate for registered engineers in various fields of survey and design. V. Registration Procedures and Examination Venue Arrangements (1) In accordance with the requirements of the Personnel Examination Center of the Ministry of Human Resources and Social Security, the 2016 qualification examination for Level 1 Certified Fire Engineers will be subject to unified online registration across the country. To facilitate exam registration and the consistent handling of related tasks, candidates must complete their online registration and payment through the China Personnel Examination Network (website: www.cpta.com.cn). Registration period: 9:00 on August 18, 2016, to 16:00 on September 1, 2016. Payment deadline: 9:00 on August 18, 2016, to 16:00 on September 5, 2016. When registering, candidates must read the relevant registration documents and instructions carefully, fill in and submit their personal information such as name and ID number truthfully, and upload a photo (a photo review tool should be used to check it before uploading; only photos that pass the review can be uploaded) ; The location of the organization should be properly selected as the examination area for registration, in accordance with the principle of territorial jurisdiction ; If candidates report the wrong subject, level, major, or enter incorrect personal information for personal reasons, they shall bear the corresponding responsibility. (II) Cities should strengthen the localized management of applicants; in principle, applicants can only register for the exam at the location of their current workplace. Each city must take measures to carefully review the application materials. The time frame for conducting eligibility checks can be determined according to local circumstances, but the deadline is fixed at 16:00 on September 2, 2016. The eligibility check process in each city must take no less than 5 working days. After entering and confirming their registration details, candidates should promptly print the \"Registration Form for the 2016 Level 1 Certified Fire Engineer Examination\" through the registration system. Once it has been reviewed and stamped by their employer, they must go to the designated locations set by the local personnel examination authorities within the specified time frame to complete the on-site qualification verification process. After passing the qualification review, you should log in to the registration system within the specified time frame to make the online payment. Those who fail to complete the qualification review and make online payments by the deadline will be considered to have given up. At the time of registration, if the applicant’s personal information can be found in the database, it indicates that the applicant has passed the qualification review and taken this exam within the valid period; in such cases, the system will display a confirmation mark indicating approval, eliminating the need for an on-site review, and the applicant can proceed with online payment. All other candidates must submit the relevant documents to the selected registration site for eligibility verification. The materials to be provided during the qualification review for candidates should include: 1. The original valid ID card of the candidate along with 1 copy thereof ; 2. Two copies of the “Registration Form for the 2016 Level 1 Certified Fire Engineer Examination” after it has been reviewed and stamped by the employer ; 3. Original and 1 copy of the educational qualification (degree) certificate ; Original and 1 copy of the corresponding professional qualification certificate or appointment letter ; 4. Proof of relevant work experience. Cities must carry out strict review of applications, and retain copies of the applicants’ documentation for future reference. (III) Candidates taking the exam for the first time can modify their registration information before 16:00 on September 1, in the following manner: 1. Those whose registration information has not been confirmed can modify it themselves. 2. Candidates whose registration information has been confirmed can cancel this confirmation on their own and modify their registration details. After modifying their registration information, candidates need to confirm the updated information again; they must reprint the registration form for eligibility verification. Candidates applying within the valid period of their scores must carefully check the information they enter. Once the application details are confirmed, the system will automatically approve them, and the application information cannot be modified thereafter. (IV) During the online registration period, questions related to the operation of the registration system will be answered by Shanda Ouma Software Co., Ltd. Questions that occur frequently will be compiled and published in the candidate Q&A section on the China Personnel Examination Website. (5) Candidates are requested to log in to the China Personnel Examination Website to print their admission tickets before taking the exam. The system for printing admission tickets will be available from 9:00 on November 8, 2016, to 9:30 on November 13, 2016. All cities must announce the methods, times, and locations for verification, as well as the website, times, and procedures for printing admission tickets, to ensure that candidates can register and take the exam smoothly. (VI) The 2016 Level 1 Certified Fire Engineer Qualification Examination will have examination centers in Jinan, Qingdao, Tai’an, Binzhou, Dezhou, and Linyi. VI. Management of Examination Information

VII. Fee Structure
In accordance with the “Notice from the Office of the Ministry of Human Resources and Social Security on the Fees for 18 Professional and Technical Qualification Examinations, including the Licensed Pharmacist Qualification Exam” (HRSS Office Letter [2015] No. 278) and the “Notice from the Shandong Provincial Department of Human Resources and Social Security on Issues Related to the Fees for Professional and Technical Qualification Exams” (Lu HRSS Letter [2016] No. 189), the fees for the 2016 Level 1 Registered Fire Engineer qualification exam are 65 yuan per person per subject for objective questions, and 69 yuan per person per subject for subjective questions.
