On October 21, the **National Development and Reform Commission issued the “Reply on the Approval of the Demonstration Project for Producing 4 billion standard cubic meters of coal-derived natural gas per year by Jiangsu New Energy and Feng Co., Ltd.” (Document No. FGJN [2016] 2280), giving its consent for the construction of this project. **In its approval decision, the National Development and Reform Commission stated that in order to ensure **energy security, promote the clean and efficient use of coal in China, enhance the level of autonomy in key technologies and equipment for coal processing, and foster local economic development, it approves the construction of the demonstration project by Su New Energy and Feng Co., Ltd., which aims to produce 4 billion standard cubic meters of coal-derived natural gas per year. The project is primarily tasked with carrying out demonstration projects for the industrial application of self-developed methanation catalysts and process technologies. The project selects fixed-bed pressurized gasification and pulverized coal pressurized gasification to produce raw gas; the raw gas is purified into syngas through partial sulfur-tolerant shift and low-temperature methanol washing, and the syngas is then used for methanation to produce synthetic natural gas (SNG). **In its approval, the Development and Reform Commission requested the Development and Reform Commission of the Xinjiang Uygur Autonomous Region to strengthen supervision and guidance over the implementation of the project, assist the project owners in securing the necessary coal supply, and strictly follow relevant regulations regarding the approval process for associated coal mining projects. It also called for accelerated progress in the construction of the waste dump and comprehensive hazardous waste disposal center in the Hefeng Industrial Park. Meanwhile, the Su New Energy company was required to fulfill its responsibilities regarding environmental protection and safe production, to enhance its capabilities for dealing with emergencies, and to do a good job in resolving conflicts and maintaining social stability. This project is a strategic cooperation initiative for clean energy development between Jiangsu and Xinjiang provinces and regions. On September 22, 2013, it was approved by the **National Development and Reform Commission to proceed with preliminary work ； In the first half of 2016, the project’s environmental impact assessment report and water resources assessment report were successively approved by the **Ministry of Environmental Protection** and the Yellow River Water Resources Commission under the **Ministry of Water Resources**, marking the completion of all the approval-related documentation required for the project. Currently, the Su New Energy coal-to-gas project is the first among the 7 coal-to-gas projects for which preliminary approval work was carried out during the same period to receive the approval document.
