However, some flammable, explosive, toxic, and harmful hazardous chemicals may still remain in the facilities and production equipment, posing potential serious safety risks. In the event of leaks, fires, or other accidents, these could have a significant impact on the surrounding areas. Furthermore, if companies do not develop a comprehensive safety plan for handling hazardous chemicals and take the necessary safety measures during relocation, it is also easy to trigger various accidents. In order to effectively strengthen the safety management of enterprises that have ceased operations, changed their production activities, been shut down, or relocated, and to prevent accidents, the following requirements are put forward: 1. Hazardous chemicals enterprises that have temporarily suspended operations. Chemical enterprises that temporarily suspend production for a period of time due to their operational conditions or other reasons (including those with some of their facilities shut down) must strengthen the implementation of the safety production responsibility system among their corporate entities, ensure proper emergency response measures during the suspension of production, and eliminate potential safety hazards posed by chemical production and storage equipment that remains idle and unmonitored for extended periods. First, a thorough inspection of the chemical production facilities is necessary; hazardous materials within the equipment and pipelines should be removed or replaced to prevent accidents such as leaks or fires that could occur due to the prolonged non-use of these facilities. Secondly, it is necessary to strictly implement the start-up and shutdown plans as well as the safety operating procedures in accordance with the requirements of the \"Shandong Province Standards for Safe Commissioning of Chemical Plants\". Before resuming production, all enterprises that have ceased operations must conduct a thorough inspection of their production and storage facilities as well as their safety systems. They need to develop detailed plans for restarting operations and emergency response procedures, and employee training must be ensured at each workstation and for every operator. Third, if the suspension of production lasts longer than the validity period of the safety production license, and production is to continue in the future, an application must be submitted and the renewal procedures followed before the expiration date; otherwise, the license will be revoked upon expiration. The safety supervision bureaus of various counties (cities) and districts should strengthen supervision and inspection of hazardous chemical enterprises within their jurisdictions, and urge those enterprises that have been shut down for long periods without any oversight to promptly address the safety hazards present. 　　 　　II. Enterprises that no longer engage in the production of hazardous chemicals. Enterprises that cease to engage in the production of hazardous chemicals due to changes in production activities, closure, or other reasons must first conduct a thorough cleanup and replacement of the existing facilities used for the production and storage of hazardous chemicals to ensure that no residues remain; enterprises that close down should promptly dismantle such facilities. The demolition of plants and facilities, as well as the disposal of hazardous chemicals, must be carried out in accordance with regulations such as the Notice issued by the Municipal Work Safety Supervision Bureau titled \"On Strengthening Safety Management in the Demolition of Chemical Plants and the Disposal of Hazardous Chemicals\" (Ji An Jian Fa [2010] No. 48). Second, it is necessary to promptly go through the procedures for canceling the work safety license and return the original one. The safety supervision agencies of the relevant counties (cities, districts) shall conduct on-site inspections of the management and disposal of residual hazardous chemicals and obsolete production and storage facilities, keep records of these inspections, and urge enterprises to complete the procedures for canceling their licenses in a timely manner. In the case of a business that has closed and whose responsible person cannot be contacted, public announcements or other methods can be used to notify them to take action within a specified time limit; if they fail to show up to explain the situation by that deadline, their license may be revoked depending on the circumstances. 　　 　　III. Hazardous chemical enterprises that need or plan to relocate. First, enterprises must implement practical and effective targeted safety measures to ensure that there are sufficient conditions to guarantee safe production prior to the relocation. For enterprises that have significant safety hazards yet fail to take any corrective actions or safety precautions, the safety supervision bureaus of various counties (cities, districts) must resolutely order them to suspend operations. Secondly, enterprises that have serious safety hazards such as insufficient safety distances and are unable to make corrections at their current locations must complete the relocation within the agreed relocation timeline. Those that fail to complete the relocation by the deadline shall not continue to carry out hazardous chemical production activities at the original site, and their safety production licenses will not be extended or renewed upon expiration. Third, the location chosen for enterprises that are relocating must be in line with the local safety development plans for the chemical industry; new enterprises should be established within chemical industrial parks or areas where the chemical industry is concentrated. 　　 　　IV. Hazardous chemical enterprises that are in the process of relocation. First, in the construction of new factory facilities, it is necessary to strictly comply with Order No. 8 issued by the State Administration of Work Safety, as well as the relevant regulations set forth by provincial and municipal work safety authorities regarding the safety management of hazardous chemical production projects and the registration procedures for pilot production. It is essential to carry out all necessary safety permits and registration processes related to such projects; any illegal activities such as starting construction without approval or failing to build in accordance with the design specifications must be prohibited. Second, it is necessary to effectively strengthen safety management during the construction of relocation projects, ensure proper management at all stages such as design, construction, and trial production, and strictly implement relevant safety precautions. Third, it is necessary to ensure proper safety management during the demolition of old factory sites, handle hazardous chemicals present there carefully, and prevent accidents such as leaks, fires, explosions, poisoning, and mechanical injuries that could result from the demolition process. Fourth, enterprises that relocate out of the administrative jurisdiction of Jinan City should promptly go through the procedures to cancel their original work safety licenses. 　　 　　V. The safety supervision bureaus of each county (city, district) shall conduct a comprehensive inspection of hazardous chemicals enterprises within their jurisdictions that have ceased operations, changed their production activities, been shut down, or relocated. The key points of the inspection are: first, to determine whether hazardous chemicals in the form of raw materials, finished products, and semi-finished products are still stored in those enterprises that have stopped operating. Whether there are any remaining toxic, harmful, flammable, explosive, or corrosive hazardous chemicals in the production workshops, production equipment, process pipelines, and storage tanks. In particular, it was checked whether the remaining highly toxic chemicals, as well as the cylinders, storage tanks, and equipment containing hazardous substances, had been thoroughly cleaned.
