Issue with the valve switching sequence

During dock operations, valves are opened in the order from the storage area to the dock, while they are closed in the order from the dock back to the storage area. Why is this sequence followed for opening and closing the valves?
Is this unloading or loading? If the flow of material is to be started, the valve of the device containing the material is opened last; if the flow of material is to be stopped, the valve of that device is closed first, for safety reasons
Unloading, the tank area, and the dock – there are two of these. Before operations begin, the last valve is left open in the tank area, and the last valve is left open in the dock’s pipelines. However, for the pipelines running from the dock to the tank area, the valves are opened in the order from the storage area to the dock, while they are closed in the reverse order. Is this order correct? Why is this order followed?
This is because the terminal is controlling the opening and closing of the valves.
