According to regulations, the synthesis units are classified as major hazard sources. The ammonia used in the urea production unit is transported via pipelines to the urea production area, where its storage volume is very small; once it enters that area, it reacts with carbon dioxide to form ammonium carbamate. The storage of this substance mainly takes place in the pipelines. The critical amount for ammonia is 10 tons, while other substances do not fall under the category of hazardous materials as defined by GB18218. Therefore, the urea plant should not be considered a major hazard source.
