The Development of China’s Occupational Safety and Health Management System (Part 2) — Management Organizations and Current Status of Operations. To facilitate the smooth development of China’s occupational safety and health management system and to make its operations more standardized, in July 2000, the **Economic and Trade Commission issued a directive establishing the National Certification Steering Committee for Occupational Safety and Health Management Systems, the National Accreditation Committee for Certification Bodies in this field, and the National Registration Committee for Auditors of such systems. These bodies provided organizational and institutional support to advance the development of China’s occupational safety and health management system. In March 2002, the **Work Safety Supervision and Administration Bureau issued a notice titled \"On Adjusting the Composition of the National Occupational Safety and Health Management System Certification Steering Committee and Its Working Bodies,\" which led to adjustments and enhancements in the composition of the National Occupational Safety and Health Management System Certification Steering Committee and its subordinate bodies. The National Steering Committee for Occupational Safety and Health Management System Certification is the organization responsible for coordinating the certification process related to occupational safety and health management systems across the country, and it is in charge of overseeing and guiding such certification activities on a national scale. The daily operations of its secretariat are carried out by the **Department of Information, Technology, and Equipment Support under the Safety Supervision Bureau. The National Accreditation Committee for Occupational Safety and Health Management System Certification Bodies is the agency responsible for accrediting those entities that provide certification for occupational safety and health management systems across the country. It is also in charge of accrediting such certification bodies, registering consulting firms, and overseeing their activities. The daily operations of its office are handled by the secretariat of the Chinese Society for Science and Technology in Labor Protection. The National Committee for the Registration of Occupational Safety and Health Management System Auditors is the body responsible for the qualification registration of auditors for occupational safety and health management systems across the country; it is tasked with the training, assessment, and registration of such auditors. The daily operations of its office are carried out by the **Economic and Trade Commission’s Research Center for Safety Science and Technology**. Regarding the accreditation by certification bodies, approvals for offering system certification services have been received from nearly 60 institutions across the country. Under the approach of making selections in accordance with established procedures and advancing the accreditation process in a proactive and cautious manner, applications for accreditation were accepted from 18 of these institutions. A series of accreditation steps were carried out, including preliminary reviews, document checks, on-site visits, observations, and office audits, and temporary accreditation certificates were issued. Meanwhile, more than 40 other institutions have applied for registration as consulting firms. In accordance with the regulations regarding the registration of consulting agencies, and on the basis of a review process, decisions have been made to register 44 consulting agencies, which have been made public. The training and registration of certified auditors also receive great attention from leaders at all levels. To improve the quality of training for certified auditors, relevant experts were organized to compile the \"National Training Manual for Occupational Safety and Health Management System Auditors\". To date, 60 training courses for certified auditors have been successfully held, training over 2,600 participants in total. Regarding the registration of auditors, based on the results of the trainees’ assessments and the applicants’ experience, and following deliberations by the Registration Committee, lists of 7 batches of registered chief auditors, auditors, and practical auditors have been published. 31 chief auditors, 185 auditors, and 1,958 practical auditors were approved for registration, thereby laying a foundation for the steady and orderly development of occupational safety and health management system certification in our country. Since the pilot program for certifying occupational safety and health management systems was launched in our country, many enterprises have shown great enthusiasm for establishing and implementing such systems. The speed at which progress has been made, as well as the strong response from society, were things that many people had not anticipated beforehand. Since January 2000, driven by the promotion efforts of the **Economic and Trade Commission, the Steering Committee, and the Safety Supervision Bureau, OSHMS has had a significant impact on enterprises; to date, thousands of companies have sent over 30,000 people to attend training related to OSHMS. Hundreds of companies have organized their own OSHMS training courses. According to incomplete statistics, more than 200 enterprises have obtained certification for their occupational safety and health management systems after undergoing assessment by pilot certification bodies, while hundreds of other enterprises are in the process of establishing or piloting such management systems. The aforementioned efforts have laid the foundation for the steady and proactive development of a occupational safety and health management system in our country, and they have also been recognized by the International Labour Organization.
