One is environmental protection facilities, also known as hardware management, while the other aspect is environmental management, or software management, including systems for management and clean production, etc. Clearly, hardware constitutes the foundation; but what role does environmental management play in an enterprise’s environmental protection efforts? ? ? What I would like to discuss is the actual situation, or rather, the real outcomes achieved in environmental management? ? ? Of course, management is essential; for example, the operation and management of environmental protection facilities! ! ! So what role can things such as ISO14001 and cleaner production audits play? ? ?
I believe that environmental management accounts for 10% of a company’s environmental efforts, the operation and management of environmental protection facilities account for 50%, ISO14001 accounts for 10%, while clean production audits and similar initiatives account for 30%.
Large state-owned enterprises place great emphasis on environmental management. Due to the constant need to deal with inspections, software management accounts for a large proportion. The management of environmental protection facilities has been considerably neglected. It should also be a focus of management. Clean production is an inevitable trend.
Here, we have state-owned enterprises, and the environmental protection requirements are very strict. The environmental protection facilities are also well-maintained, and there are strict inspections conducted on a monthly basis. I think they are quite evenly matched.

Many companies believe that environmental protection requires investments with no returns, so they do not pay much attention to it; the hardware and software invested are insufficient； It is mainly used to cope with environmental inspections. As environmental protection requirements become increasingly stringent, and since a lot of wastewater can be reused to generate certain benefits, companies are increasing their investment in environmental protection. In my opinion, 60% should be allocated to environmental protection hardware, 30% to management efforts, and 10% to supervision and evaluation.
