Is it in compliance with the special regulations to install blind flanges on pressure pipelines in this manner? The image below shows a tee connected to a main steam pipe. Since the original tee was no longer in use and the pipeline was removed, only a valve and a blind plate remained. It seems quite dangerous; it’s likely not in compliance with relevant regulations I’d like to ask all my friends from Sichuan! ! !
This will work for now; just completely remove this valve when parking.
What about the outer insulation layer of the steam pipeline?
Blind plates are temporary measures that make it easier to remove valves when necessary, but they still need to be used; they are not required unless pipes are being replaced.

Why is a blind flange added after the valve? Severe internal leakage in the valve?
