Matters regarding completion documents for pipelines

As a construction supervisor, it comes down to process control and completion documents.

Generally, the following documents should be submitted as part of the completion records for pressure pipelines; of course, each inspection agency may have different requirements. These include: a notice of installation, modification, or repair of special equipment; contracts such as the project installation contract and the project supervision contract; contracts for engineering inspections, anti-corrosion measures, and insulation; qualification certificates; copies of the qualification certificates for the pressure pipeline design unit, the supervision unit, and the installation unit; copies of the manufacturing permits for the pressure pipeline’s pressure-bearing components; copies of the qualification certificates for the units responsible for inspecting and applying anti-corrosion measures to pressure pipelines; copies of the qualification certificates for the units responsible for insulation work on pressure pipelines; a summary table of welding personnel involved in pressure pipeline installation along with their qualification certificates (copies); a summary table of inspection personnel involved in pressure pipeline installation along with their qualification certificates (copies); design documents, including technical specifications for pressure pipeline design, design drawings along with their technical requirements; notices of changes in pressure pipeline design (with confirmations); confirmations of changes in the installation design; information regarding the on-site quality assurance system of the installation unit and the names of the personnel assigned to it; construction plans or organization charts for pressure pipeline installation; reports on welding process evaluations; welding procedure specifications or welding operation guides; records related to non-destructive testing, including non-destructive testing methods and plans; minutes of design reviews and planning meetings; certificates confirming the quality of pressure pipeline installation; technical specifications for pressure pipeline installation; a list of all components used in pressure pipeline installation (including welding materials); a catalog of technical documents related to pressure pipeline installation; tables showing the lengths, thicknesses, and number of welds for different specifications and materials of various pipelines within the pressure pipeline system; records of pressure pipeline installation; certificates of quality for pipeline components (including welding materials) along with records of physical inspections; copies of certificates of quality for pipeline components; spectroscopic analysis results for alloy steel materials; reports on the acceptance of those spectroscopic analysis results; test reports related to alloy steel materials; records of valve tests; records of cleaning and degreasing pipeline components; records of processing operations on pipes and fittings; records of pipe and fitting alignment and welding; records of flange installation (including valve flanges); records of valve installation (including safety valves); records of expansion joint and compensator installation; records of installation of auxiliary facilities and equipment; records of installation of supports and hangers; records of construction activities involving pipe penetration and concealment; non-destructive testing reports, including summary reports on X-ray testing, ultrasound testing, and magnetic particle testing, along with corresponding evaluation reports; records related to heat treatment; graphs showing heat treatment temperatures and times; records of pressure testing; records of leak testing; records of static grounding tests; records of ball-tightness tests; records of cleaning and purging operations; records of anti-corrosion treatments; records of insulation work; records of concealed work related to pipelines; safety accessories for pressure pipelines; records related to these safety accessories; reports on the calibration and testing of safety accessories; a single-line diagram of the completed pressure pipeline; reports from inspection agencies regarding the safety supervision and inspection of pressure pipeline installation

There are no disputes regarding the completion documents for pressure pipelines; they indeed differ from those of the local special inspection agencies. I’m just a bit unclear about the completion documents for non-pressure pipelines; the necessary process documents and inspection documents are definitely essential. There are currently objections regarding the commission order; I personally feel it’s unnecessary to include it in the handover documents.

It seems there are no records of visual inspection for welding

There is certainly no need for a non-destructive testing assignment form. In fact, some other records are also not necessary, such as welding records, purging records, painting records, insulation records, and so on.

The flaw detection commission form is not included in the handover documents

Retained as process documentation by the flaw detection unit
