Why is insulation not required but cooling is necessary for skirt bases, supports, etc.?

It was mentioned in an “Adiabatic Engineering Specification”: 3.1.5 The following components do not require insulation (unless otherwise specified): the pedestals, supports, lugs of equipment and pipelines, instrument mounts, brackets, hangers, as well as fittings such as flanges and flange covers that are frequently removed for process or maintenance purposes. 3.3.2 The skirts, supports, lugs, instrument mounts, brackets, hangers, and other accessories of equipment and pipelines shall be insulated; the length of the insulation layer shall not be less than four times the thickness of the insulation layer, or it shall extend to the insulating block. Why is insulation not required but cooling is necessary for skirt bases, supports, etc.?
If the temperature of the insulation equipment is too high, no condensation water will form; however, if the temperature is low and proper insulation is not provided, the air in the environment will condense into water, which can corrode the supports. You see, the most severe corrosion in low-temperature pipelines occurs at the supports that lack insulation
