OP, the issue is that with the JPL flange you’ve chosen for this jacket, it’s not possible to meet the RT requirements either on the inner or outer side; only butt welding can satisfy these RT requirements

Fillet welds are generally not subject to radiographic testing, as this technique is too complex. What does the design institute rely on to determine a 100% inspection rate for such welds? Radiographic testing is used for butt welds, while fillet welds are generally inspected using magnetic particle or penetrant testing; the design institute should clarify these requirements. The fabrication of jacketed tubes does not necessarily require flange connections; our inner tubes are joined end-to-end, while the outer jacket is secured using retaining rings. It is easy and simple to manufacture; the inner tube can be at 100% RT, and the connection of the outer tube’s retaining ring is achieved through fillet welding.
So you’d better choose JWN. With something like this, one has to doubt how the outer tube is inspected and welded; of course, there’s no problem with the inner tube
