Can the exhaust and intake pressures of the breather valve be manually adjusted and set on-site at the valve itself?
It shouldn’t be possible; it was specified during the design phase.
The counterweight has been adjusted, so testing and calibration are not possible
Breath valves certainly won’t work; most spring-type safety valves or pressure regulators allow the tension of the spring to be adjusted via an adjustment nut at the top, thereby controlling the pressure level.
The gravitational exhalation and inhalation pressures are determined by the mass of the valve disc and the counterweights; these can be adjusted on-site by reducing or increasing the counterweights. The spring characteristics, including those related to the pilot system, can be adjusted by modifying the spring screws. However, after adjustment, on-site pressure charging is required to check the set point; it is not recommended to use tanks for experiments
It definitely can’t be adjusted on-site; the weight of the counterweights is fixed, so it’s not possible to make any changes. Even if it is removed for adjustment, it must pass testing. This is also quite difficult; it’s not something you can do just because you want to.

It is not recommended to make adjustments directly on the tank. Breather valves come in gravity-loaded and spring-loaded types; 10 KPa is generally used as the dividing line. For gravity-loaded valves, the valve must be disassembled in order to make adjustments, as adjustments cannot be done while the valve is still in place. Spring-loaded types can adjust the exhaust or inhalation pressure of the breathing valve by modifying the spring force, but this adjustment cannot be set precisely, and the actual pressure resulting from such adjustments is unpredictable.
For the version with a counterweight, you can ask the breathing valve manufacturer to calculate for you how adjusting the amount of counterweight can be used to regulate pressure
