How should this be defined from the perspectives of design, management, and inspection – as one pipe (AC) or as two pipes (AB and BC)? Please give me some guidance!

The pipelines you are referring to are two pipelines. If the design pressure of the container is lower than the pressure used for pipeline testing, it is necessary to consider separating the pipeline from the container and testing them separately, or using other methods; for details, refer to GB 50316
