Do the lowest-grade 150-pound valves require corresponding TS certification or a production license?

I know that industrial valves are considered components of pressure vessels, and they fall under various classification systems; accordingly, they require relevant TS certifications. So, do valves of the lowest grade, namely those rated at 150 pounds, also need such TS certifications or production licenses? Are there any sources for the relevant documents? I’ve seen that 150-pound classes classified as B2 are subject to pressures below a certain MPa value; there are also those who say no license is required. Could anyone who understands this please clarify?
