During the construction of chemical plant projects, does the procurement and installation of pipelines fall under the responsibility of the equipment management department?
It can be a department, but generally it should be separated
The equipment management department is generally a functional department during the production and operation phase. During the construction of chemical engineering projects, the procurement of equipment and pipelines is generally the responsibility of the Procurement Department (also known as the Contract Procurement Department or Business Contracts Department), while project management (including civil work, installation, and pre-commissioning) falls under the responsibility of the Project Department (also known as the Project Management Department or Construction Management Department). Or, the procurement and installation of equipment and pipelines can be entirely entrusted to the EPC general contractor.
Basically, separation is required. The overall EPC contract is charged separately
Generally, there are three departments: the Procurement Department purchases materials based on the approved material plans from the Engineering Department; the Engineering Department is responsible for the construction work; and after operation begins, the equipment is handed over to the Equipment Department for management
