Liquids have a static pressure generated by their liquid level, while this can be ignored for gases. In other words, the total pressure = atmospheric pressure + the hydrostatic pressure of the liquid column exerted by the liquid level at the bottom. That’s why liquids are stronger than gases. For natural gas transmission stations, water is required for strength testing; as it is a destructive test, water is a safer option in the event of any issues. Gas is used for tightness testing, as pipeline valves and equipment are all in operation, making leaks easier to detect.
