High chloride ion content: how to choose the material

Dear members of the group, there is a chemical processing project where the chloride content in the raw water is 17,000 mg/L. The system also uses chemicals to remove hardness and silicon from the water. For mixers and sludge scrapers used in such water conditions, which material would be suitable: carbon steel lined with plastic, or lined with PP, PE, or PO?
