May I ask what the allowable range for flange defects is, and what does this column in the standard mean?

I would like to ask everyone: what does it mean that I don’t understand this column? Does it mean that when the depth of the defect is greater than h (where h is the depth of the serrated concentric circles or spiral grooves on the flange surface), both the maximum depth and the radial projection size of the defect must be less than the values specified in the table? For example, in the first line: the nominal diameter of the flange is DN15; when the depth of the defect is greater than h, is it required that both the maximum depth of the defect and its radial projection be less than 1.5 mm? I’m not sure if this is the correct way to understand it; could you please clarify? Also, may I ask what tool is used to measure the depth of defects?
