Pipe modification heat treatment

There is an old pipeline that requires a drain to be added, which necessitates drilling new holes. The original main pipeline required heat treatment, and that treatment has already been carried out; is it feasible to perform heat treatment now?
Welding must be done again, and the welded area requires post-weld heat treatment.

Are there branch fittings and valve flanges near the drain outlet? Will that have an impact?
Heat treatment after welding? It shouldn’t have any impact, right?
