The article states, “On January 14, the third session of the 16th Beijing People’s Congress considered the report on the implementation of Beijing’s national economic and social development plan for 2024 and the draft national economic and social development plan for 2025 (referred to as the plan report).” The plan report indicates that by 2025, Beijing will establish a number of green technology innovation centers, industrial innovation centers, and pilot testing platforms. It will also implement a series of demonstration projects for advanced green and low-carbon technologies, with the aim of establishing a green technology trading center to facilitate transactions. It supports the development of the Energy Valley in the Future Science City and the Daxing International Hydrogen Energy Demonstration Zone, strives to launch the Ulanqab–Yanshan Petrochemical hydrogen pipeline project, and has built a total of 24 hydrogen refueling stations. The scale of imported green electricity is aimed at reaching 40 billion kWh. Build a new energy storage demonstration industrial park in Fangshan, as well as a low-carbon hydrogen industry park. ”It is reported that the Ulanqab-Yanshan Petrochemical hydrogen pipeline is part of Sinopec’s Ulanqab 100,000-ton/year integrated project for producing hydrogen from wind and solar energy. On January 11, 2023, Sinopec’s 100,000 tons per year integrated wind and solar hydrogen production project (the hydrogen production facility portion) was approved for registration. Project owner: Sinopec Xinxing (Inner Mongolia) West Hydrogen to East Transmission New Energy Co., Ltd ; The total investment in the project amounts to 594 million yuan. The main construction activities include building 25 new hydrogen production facilities, each equipped with 8 electrolyzers; in total, this results in 200 electrolyzers of 1000 Nm3/h capacity for producing hydrogen through water electrolysis. There will also be a low-pressure buffer tank with a capacity of 6000 cubic meters, as well as approximately 47.6 kilometers of pipelines for transporting recycled water, along with various other supporting facilities. The first phase of this project has an annual production capacity of 100,000 tons of green hydrogen. Green hydrogen is delivered via pipelines spanning approximately 1,132 kilometers to Yanshan Petrochemical, Tianjin Petrochemical, and Shijiazhuang Refining & Chemical to partially replace the gray hydrogen currently produced from natural gas. On May 21, 2024, the Ulanqab municipal government’s website published information on the “100,000 tons per year integrated wind and solar hydrogen production project in Ulanqab, Inner Mongolia”. The project is designed to produce 100,000 tons of green hydrogen per year. The main components of the construction include wind power generation, photovoltaic power generation, 220kV power transmission and distribution systems, a hydrogen production plant, and long-distance pipelines. Among them, the hydrogen transmission pipeline is approximately 1,145 km in length, running through provinces (municipalities, autonomous regions) such as Inner Mongolia and the Beijing-Tianjin-Hebei region, and features 10 stations and 47 valve rooms along its route. The designed throughput is 100,000 tons per year (500,000 tons per year after future pressure increase), with a design pressure of 6.3 MPa. The pipe diameters are D457 mm and D610 mm, respectively, using L245 seamless steel pipes and L245 high-frequency resistance welded steel pipes.
