Will there be excessive metal ions if neutralized with soda ash after pickling?

We do stainless steel pickling. The process is pickling -> cleaning -> neutralization -> cleaning -> cleaning. We originally used sodium hydroxide as the neutralizing solution, but later found that the sanitary inspection did not meet the standards. Others said that the sodium hydroxide solution has high viscosity, and after neutralization, there are residual metal ions on the surface that cannot be cleaned. Can the problem be solved if it is replaced with a soda ash solution? Looking forward to expert answers in this regard
Soda ash also has sodium ions, but the reaction is a little milder. Anyway, it is a change of soup but not dressing. The question is which health inspection failed.
