On April 17, the Sichuan Provincial Emergency Management Department announced that since the beginning of this year, Sichuan has focused on two key aspects: upgrading the standards of chemical industrial parks and improving the inherent safety levels of enterprises. Through a series of targeted and practical measures, it has continued to work on enhancing the safety standards in these chemical parks, thereby stabilizing the situation regarding the safe production of hazardous chemicals. To date, 35 chemical industrial parks in Sichuan Province have reached Grade D, with their safety management capabilities having been significantly improved. These Grade D chemical parks are located in more than 10 cities (prefectures) including Luzhou, Guang’an, Deyang, and Liangshan. The 313 tragic accident lessons related to safety hazards have made the improvement of safety in chemical industrial parks a top priority in safety production efforts. The Sichuan Provincial Emergency Management Department has revised and issued a guidebook for safety risk assessment in chemical industrial parks, and organized experts to conduct comprehensive assessments of 35 such parks across the province. A total of 313 safety hazards were identified and addressed, thereby preventing and mitigating major safety risks at their source. In the Lutianhua Chemical Industrial Park, the newly built 10,000-cubic-meter accident emergency pool is regularly cleaned and maintained; its equipment operates smoothly and it has complete emergency functions. “Three months ago, this area was still an open space; after experts at the national and provincial levels conducted ‘diagnostic’ assessments as well as municipal-level mock evaluations, we addressed 152 various issues and potential problems based on the checklist. Since the establishment of the Class D industrial park, the city and county authorities have focused on carrying out the required rectification tasks, investing a total of over 1 billion yuan in this process. ”As explained by the park staff. With the simultaneous efforts in terms of funding, technology, and policies, 20 safety and emergency projects such as dedicated parking lots for hazardous materials vehicles, high-standard fire stations, and large-scale emergency pools have been brought from the planning stage to reality, resulting in a significant improvement in the park’s safety capabilities. Over the course of 4 years, Sichuan secured a total of 262 million yuan in central government funding, which was used to help 11 chemical industrial parks build or upgrade their information management systems; this amount ranks among the highest in the country. The rising level of intrinsically safe design serves as a warning against accidents caused by outdated processes in chemical enterprises outside the province, leading to leaks and explosions. It has also accelerated the pace of technological innovation and process upgrades in Sichuan’s chemical enterprises. Chemical industrial parks across Sichuan Province are carrying out comprehensive safety improvements to reduce safety risks at their root. The Xinqiao Chemical Park in Guang’an Economic Development Zone is home to 28 hazardous chemicals enterprises. Since the implementation of the \"one park, one strategy\" improvement plan in 2022, efforts have been made to establish a dual safety barrier consisting of \"physical isolation\" and \"intelligent monitoring and control\". A 4.5-kilometer closed net together with 816 smart sensors form a comprehensive surveillance network; 779 high-definition cameras ensure complete coverage of the entire park without any blind spots, while the monitoring coverage for major hazard sources reaches 100%, leaving no hidden risks anywhere. On this basis, the Xinqiao Chemical Industrial Park has innovatively brought in third-party professional agencies, assigning \"safety managers\" and \"environmental protection managers\" to provide ongoing technical support. Five safety experts and two environmental protection experts are stationed on-site on a permanent basis to offer comprehensive services such as hazard identification, policy consultation, and safety training. Today, the park has not experienced any major production safety accidents or sudden environmental incidents for three consecutive years, achieving simultaneous improvements in the “four aspects of benefits” – political, economic, social, and ecological – while also seeing a significant increase in enterprises’ satisfaction with safety conditions. Sichuan also adheres to a standards-based approach by issuing guidelines on the automated control of key hazardous chemical processing technologies, covering 15 high-risk processes. These guidelines provide clear directions for enterprises to carry out technical upgrades and automation improvements, thereby helping to enhance their inherent safety levels. By strengthening the safety prevention and control network, and on the basis of park upgrades and enterprise renovations, Sichuan has also equipped safety supervision with a \"technological brain\". The provincial monitoring and early warning system for safety risks related to hazardous chemicals continues to be improved. In 2025, a total of 55.96 million yuan was allocated to support 12 chemical industrial parks, including Fushun Chenguang, for the procurement of emergency rescue materials and equipment, sensors for safety risk monitoring and early warning, safety protection facilities, and training facilities related to safety. Meanwhile, 35 chemical industrial parks have collectively invested 33.45 billion yuan in the development of public utilities and supporting infrastructure. Entering the Safety, Environmental Protection and Emergency Response Command Center in Jiacuan Chemical Industry Park in Wangcang, Guangyuan, various types of data are displayed on the large screens there; an intelligent system provides 24/7 monitoring to safeguard the entire park. Liao Kai, the duty officer at the Intelligent Management Platform for Park Safety Risks, explained: “Through continuous optimization and upgrades, this system has become increasingly sophisticated.” Currently, the park’s safety and ecological environment management platform is connected to thousands of smart sensors and high-definition cameras, achieving 100% coverage for online monitoring of major hazard sources. The system can provide 24/7, continuous monitoring and analysis of all enterprises within the park, major hazard sources, construction projects, as well as the surrounding environment. ”A responsible official from the Hazardous Chemicals Safety Supervision Department of Sichuan Province’s Emergency Management Agency said that with the implementation of the \"Guidelines for the Identification, Assessment, and Classification of Safety Risks in Chemical Industrial Parks in Sichuan Province,\" data sharing has been established among the supervision platforms at the provincial, municipal, and county levels. This enables precise risk warnings and efficient supervision, thus providing a solid technological barrier to ensure the safe production in chemical industrial parks and hazardous chemicals enterprises.
