Everyone is welcome to participate in the discussions. ---------------------------------------------------------In our daily supervision and inspection tasks, we often come across some equipment that falls on the boundary between different categories. On the surface, such equipment does not meet the definition requirements for related devices as specified in the \"Catalogue of Special Equipment.\" However, in reality, some of the parameters indicated on their nameplates are often exaggerated; small steam boilers are a typical example of this. According to the Catalogue of Special Equipment, a boiler is defined as a device that uses various fuels, electricity, or other forms of energy to heat the liquid contained within it to certain parameters, and provides thermal energy by releasing that medium outward. It is classified as a pressure-bearing steam boiler if its designed normal water level volume is 30L or more, and its rated steam pressure is 0.1MPa (gauge pressure) or higher ; Pressurized hot water boilers with an outlet water pressure of 0.1 MPa (gauge pressure) or higher, and a rated power of 0.1 MW or higher ; Organic heat carrier boilers with a rated power of 0.1 MW or more. A water capacity of 30L is the key threshold for determining whether such equipment falls under regulation. It directly determines whether this boiler is considered “small” or “standard,” and it represents the critical threshold for compliance and regulation. Today, let’s talk in simple terms: how exactly should these 30L be measured to be considered valid? 01 Measuring volume: First, figure out where the “boundaries” are. What is the biggest challenge when measuring volume? I don’t know where counts as a boiler and where doesn’t. The water pipe extends for three meters; at one end there is an energy saver, and at the other end there is a soda separator. Does the water in these areas count as boiler water? The standards provide very clear \"boundary determination principles\": ✅ What is included: the area from the outlet of the feedwater check valve to the steam outlet valve (or the first weld); the steam-water separator (if it is within this range); the area up to the first valve of the water level gauge and the blowdown valve. ❌ What is not included: atmospheric condensers, atmospheric economizers (with a pressure relief device pressure of <0.1 MPa); pipes outside the boiler. ✅ Special cases: In the case of combined boilers, each unit is calculated separately based on its own volume, without any combination of volumes; for boilers with shared heat exchange systems or feedwater systems, the total volume of water in all units is taken into account. In short: as long as the water has been inside pressure-bearing components, it is generally included in the calculation ; As long as the pressure drops below atmospheric pressure, it doesn’t count. 02 Among the three practical measurement methods, there is definitely one that suits you. The standards specify three methods for determining volume, listed in order of preference: Method 1: The measuring vessel method (highly recommended). Fill the boiler with water, then drain it, and use a bucket or a standard metal measuring vessel to measure the volume. V = The amount of water collected in liters. Advantages: intuitive and low error rate. Note: Air must be completely removed during filling; otherwise, the measured value will be too low. Suitable for: small integrated boilers that can be moved, disassembled, and connected to a water supply. Method 2: Mass measurement method, which is divided into two types: 1. Direct method – Weigh the water collected, divide by the density of water, and convert it to volume. 2. Indirect method – Measure the difference in mass before and after filling the boiler with water, and convert that difference to volume. Advantages: Suitable for situations where it is not convenient to use measuring instruments to collect water on-site. Note: Water temperature and atmospheric pressure can affect the density of water, so it is necessary to make corrections using tables. Applicable scenarios: When the boiler is large but can be weighed ; Or it’s inconvenient to use a measuring cylinder to fill buckets of water. Method 3: Geometric dimension measurement method (to be used as a last resort). Use a steel tape, calipers, and thickness gauge to measure the dimensions of the boiler shell and tube sheet → calculate the volume manually → subtract the volume of the internal components. Advantages: No need to fill or drain water. Disadvantages: High error rate, and high requirements for the person performing the measurements. Suitable for situations where conditions for filling and draining water are not available on-site, or when the boiler’s structure is too complex to disassemble. 03 Tests must be conducted carefully and without haste. The standards impose quite strict requirements regarding the testing conditions; in other words: During cold-state testing, the boiler should be at room temperature, not hot. The water temperature should remain stable between 5°C and 40°C, roughly matching the ambient temperature. The instruments used must be accurate – the error margin for measuring cylinders should be ±5 mL, for weighing devices it should be ±10 g, and the resolution of calipers should be 0.1 mm. Two measurements should be taken, with the difference between the two values being within ±2%; the higher value should be used. It’s also necessary to keep records of the test report, the calibration certificates for the instruments, and photos of the testing site – none of these can be omitted. Don’t underestimate these “minor details” – disputes often arise over issues such as the actual water temperature at the time of testing or whether the measuring cylinders were accurate enough. In conclusion, the figure of 30L is not only a technical parameter but also a regulatory threshold. In the past, some manufacturers were rather “flexible” when it came to indicating capacity, even going so far as to cleverly “ignore” the water volume of the economizer and condenser. However, after this new regulation takes effect, measuring volume will no longer be a matter of “going by the drawings,” but rather “relying on a measuring cylinder.” For users, the actually measured volume is the true volume; if the figure on the nameplate does not hold up when measured in practice, then the legitimacy of this boiler is called into question. This is not only a matter of professionalism, but also a responsibility to oneself.
