Three new operational items added for the safe handling of hazardous chemicals, according to Sinochem News. Recently, the Ministry of Emergency Management, the Ministry of Housing and Urban-Rural Development, and the **Ministry of Mine Safety Supervision jointly issued the newly revised \"Catalogue of Special Operations\" (hereinafter referred to as the \"Catalogue\"), which will come into effect on June 1. The Catalog optimizes the scope of special operations, strengthens safety management, and prevents and curbs major and extremely serious work-related accidents. At the same time, further promote the mutual recognition of certificates to reduce redundant certification processes and enhance convenience for citizens and businesses. 3 new operational items have been added for the safe handling of hazardous chemicals. The “Catalog” is divided into two sections: emergency management and construction, comprising a total of 21 types of work and 81 operational items. Among them, the emergency management category includes 11 types of work such as electrical work, welding and thermal cutting work, work at heights, ammonia-related refrigeration work, safety work in metal and non-metal mines, safety work in the oil and gas sector, safety work with hazardous chemicals, safety work related to fireworks and firecrackers, and safety work in confined spaces, along with 62 detailed operational tasks. Among them, the three newly added operational procedures for hazardous chemicals safety are: operations involving new coal chemical processes, operations related to calcium carbide production processes, and operations involving diazotization processes. According to the Catalogue, new coal chemical processing operations refer to the technological processes that use coal as a raw material and, through chemical treatment, convert coal directly or indirectly into gaseous, liquid, and solid fuels, as well as chemical raw materials or chemicals; these processes involve operations in areas such as gasification, shift reaction, desulfurization and decarbonization, and synthesis. It is suitable for operating processes including coal-to-oil production (methanol-to-gasoline, Fischer-Tropsch synthesis), coal-to-olefins production (methanol-to-olefins), coal-to-dimethyl ether production, coal-to-ethylene glycol production (syngas-to-ethylene glycol), coal-to-methane production (coal gas methanation), coal-to-methanol production, and methanol-to-acetic acid production. The calcium carbide production process involves using lime and carbonaceous materials (such as coke, semi-coke, petroleum coke, metallurgical coke, anthracite, etc.) as raw materials. In a calcium carbide furnace, these materials undergo reactions at high temperatures, driven by arc heat and resistive heat, to produce calcium carbide. At the same time, based on the mutual recognition of electrician and welder certificates, requirements for the mutual recognition of relevant certificates—such as those for working at heights and supervision in confined spaces—are clearly defined, thereby effectively reducing the burden on enterprises and workers.
