Chemical enterprises are shifting from purchasing insurance coverage to buying services. According to a report from Sinochem New Network, on June 22, the Ministry of Emergency Management issued five industry standards, including the \"Specifications for Accident Prevention Services under Work Safety Liability Insurance – Part 1: General Provisions\" and the \"Specifications for Accident Prevention Services under Work Safety Liability Insurance – Part 3: Hazardous Chemicals\". The standards will come into effect on January 1, 2027. Part 1 specifies the service items, service providers, service processes, service guarantees, service evaluation, and improvement related to the provision of accident prevention services for work safety liability insurance by insurance institutions to the insured parties under such insurance; it applies to the accident prevention services for work safety liability insurance in units engaged in production and business activities in industries (fields) such as hazardous chemicals and fireworks. Part 1 also clarifies the process for developing accident prevention service plans and standardizes the templates. Insurance institutions should, based on the characteristics of the insured entity’s business operations, its scale of production and operation, risk distribution, workforce conditions, foundation for safety management, and historical records of production safety incidents, and in line with safety production objectives and operational needs, develop accident prevention service plans. These plans should specify the services to be provided, their content, frequency of delivery, the agencies responsible for providing these services, expected goals, and matters related to service assurance. Building on the content of Part 1, Part 3 further specifies the scope of services provided by insurance institutions to policyholders in the hazardous chemicals sector regarding accident prevention services for work safety liability insurance. When providing training and education on safe production, insurance institutions should develop the content of such training based on the production and operation characteristics of the insured parties. This should take into account the **guidelines and policies regarding safe production, as well as relevant laws, regulations, rules and standards related to safe production; basic knowledge of safe production management, safe production techniques, and specialized knowledge in this area; measures for managing major hazards associated with hazardous chemicals, strategies for preventing major accidents, emergency management and rescue procedures, as well as regulations regarding accident investigation and handling; and measures for preventing leaks of hazardous chemicals. When providing services for the identification, assessment, and evaluation of safety risks, insurance institutions should assist policyholders in carrying out their work by taking into account their own production and operation conditions, as well as key aspects such as safety risks related to basic management, safety risks associated with design and layout, safety risks in the trial production phase, safety risks during equipment operation, equipment-related safety risks, and safety risks related to the \"two key areas and one major risk\". When assisting in the establishment, implementation, maintenance, and continuous improvement of a safety production standardization management system, insurance institutions should, based on the insured entity’s production and operation conditions, help the insured develop plans for establishing such a system, conduct self-evaluations of the safety production standardization management system, or provide guidance on improving it. When providing services for identifying potential hazards in production safety incidents, insurance companies should assist the insured in assessing such hazards as fires and explosions, leaks of hazardous chemicals, poisoning and suffocation, corrosion and burns, as well as environmental accidents, based on the insured’s own production and operation conditions. When insurance companies assist the insured in preparing emergency plans and conducting emergency rescue drills, the insured should, based on their own production and operation conditions, select at least one preventive service. In addition, insurance institutions can also provide services for innovation in safety production technologies, as well as for the research, development, promotion, and application of related equipment.
