What is the loading method for 93% concentrated sulfuric acid?

Concentrated sulfuric acid is usually loaded from the top and unloaded from the bottom, but why can’t it be loaded from the bottom? Are there any regulations?
The upper garments flow down on their own, but the lower garments need to be pressed in; one requires pressure while the other doesn’t – safety first.
For safety reasons, loading is done by gravity flow
White lower garments increase energy consumption and are not safe either.
Concentrated sulfuric acid has strong oxidizing and dehydrating properties, and it is highly dangerous. If pressure is applied to it using a pump, leaks and splashes can occur, which may lead to burns; therefore, it is risky to use such methods. That’s why the approach of using an upper inlet and lower outlet to control the flow rate is employed. The lower outlet can be used in cases where the liquid is flammable, explosive, volatile, requires nitrogen or water sealing, or is prone to generating static electricity.
