The Ministry of Industry and Information Technology issued a notice recently to arrange for the implementation of diagnostic services related to energy conservation and carbon reduction in industry for the year 2026. The tasks include conducting diagnostics on energy conservation and carbon reduction efforts in enterprises in key industrial sectors, as well as in key industrial products and equipment. The energy-saving and carbon-reduction diagnostics for enterprises in key industry sectors focus on industries such as steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, polyvinyl chloride, papermaking, printing and dyeing, computing facilities, and communication base stations. Diagnostic and carbon emission accounting services are provided to key enterprises on a comprehensive basis, and based on the results of these diagnostics and calculations, specific plans for energy-saving and carbon-reduction upgrades are developed, outlining the details of the upgrades, the implementation approach, and the timeline. Among these, diagnostic services should be carried out in areas such as enterprises’ production processes, energy consumption structures, optimization of energy systems, and the development of energy and carbon management systems ； Carbon emission accounting services should be carried out in accordance with relevant **standards and industry standards for corporate carbon emission accounting, and a report on the company’s carbon emissions should be prepared. The diagnostic criteria for energy conservation and carbon reduction in key industrial products and equipment are based on the existing **standards related to product carbon footprints, industry standards, and recommended voluntary standards (which can be found on the website of the Department of Energy Conservation and Comprehensive Utilization under the Ministry of Industry and Information Technology). Services for calculating the product carbon footprint are provided to key enterprises along the relevant industrial chain; reports on these calculations are issued. In addition, energy efficiency diagnostics are carried out on key energy-consuming products and equipment, with recommendations for energy conservation and carbon reduction measures such as equipment upgrades and improvements in system compatibility. The notice emphasizes that, during the 14th Five-Year Plan period, enterprises whose energy consumption and electricity consumption per unit of product do not meet the mandatory limit standards, as identified in activities such as industrial energy conservation inspections, as well as those that use restricted or obsolete technologies, equipment, and products, should in principle all be included in energy conservation and carbon reduction diagnosis programs.
