If there are long-distance pipelines, is it necessary to test the oil products at the port?

We have long-distance pipelines, and both crude oil and products need to pass through ports. Teachers, are the raw materials and products stored in the port’s tank areas subject to regular testing?
I’m not sure if there are any additional regulations at the port; generally, testing is carried out before oil products enter the storage area and after they leave it. It seems that regular testing is required
It would be better to be more specific – where are the quality (measurement) handover points set for the signing of the contract? In the case of trade handovers, if the point of handover is always the location where it is received at the factory, then it should not be necessary.
