Technical instructions must be thorough, risk assessments must be adequate, the steps of the plan must be clearly defined, training responsibilities must be fulfilled, and safety oversight must comply with regulations.
Energy isolation and lockout/tagout are more effective than such slogans.
Shouldn’t it be done before entering the site? Safety protection skills training, briefings, etc

Perhaps Chinese companies are like that, always hanging banners. Why isn’t there a set of standardized procedures of one’s own, just doing things as they come? Anyway, my workplace always likes to hang banners, but in practice, well… when something goes wrong, the managers are really good at dodging responsibility.
The slogan is great, but it’s better to manage things using a checklist! Even if risks are properly identified, it doesn’t necessarily mean that appropriate measures will be put in place; and even if measures are in place, it doesn’t necessarily mean they will be implemented effectively. Only by following the checklist and relying on the high-level emergency response capabilities of the on-site supervisors can safety be ensured
It’s better to get ready before entering than anything else.
It’s better to have this banner than not; it shows that someone is working on promotion, and measures are being implemented. It’s best to use both approaches simultaneously.
