According to clause (12) of C3.4.1, Basic Requirements for Filling Units, in the Technical Code for Safety of Special Equipment TSG 07-2019, a pipeline safety relief device shall be installed in the liquid-phase enclosed section between valves. According to this clause, **valves must be installed at both ends of all liquid-phase pipe sections. This explains why some valves are installed solely for the purpose of allowing them to be closed during maintenance; even if those valves are marked as normally open, it still doesn’t work… It seems that without clear explanations, this clause can easily lead to overreaction. We installed valves at both ends of the control valves on our pumps for ease of maintenance, and those valves aren’t closed under normal conditions. Now we’re required to add two more safety valves – it’s frustrating! I wonder if any of you sailors have encountered this situation; I would appreciate some advice on how to resolve it. Thank you.

As a supplementary point, if I confirm that the valves at both ends of the pipeline are normally open valves, label them as such, and apply locks, can it be considered that the pipeline is not closed, and thus no pressure relief device is necessary?
The specifications require a safety relief device; any pipeline used for draining, venting, or pressure equalization can also be considered a relief device.

The aforementioned valve can be set to remain open, and this can be achieved by locking it or removing the valve handle.
