On October 8, Shihua Yuan learned from the Zibo Ecology and Environment Bureau that the environmental impact assessment document for Zibo Qixiang Tengda Chemical Co., Ltd.’s ‘Styrene-Butadiene Rubber Expansion Project’ has been accepted and made public! This project was invested and constructed by Zibo Qixiang Tengda Chemical Co., Ltd., with a total investment of 130.37 million yuan. In line with Qixiang Tengda’s development plans and customer requirements, and taking advantage of the company’s existing technologies, raw materials, infrastructure, financial resources, and market strengths, Qixiang Tengda Chemical Co., Ltd. intends to upgrade and expand its current 70,000 tons per year rare earth styrene-butadiene rubber production facility into a facility capable of producing 110,000 tons per year of nickel-based styrene-butadiene rubber. The existing 70,000-ton/year rare earth cis-polybutadiene rubber plant comprises a preparation unit, a polymerization unit, a rubber tank unit, a coagulation unit, a post-treatment unit, and a recovery unit. Among them, the existing polymerization unit, resin tank unit, coagulation unit, and post-treatment unit each have 2 production lines, while the 2 production lines share a preparation unit and a recovery unit. The renovation and expansion project adds another production line to the existing two production lines comprising the polymerization unit, rubber tank unit, coagulation unit, and post-treatment unit. Due to the changes in the catalyst system as a result of this renovation and expansion, which lead to the generation of acidic gases, 3 additional alkali scrubbing towers and 2 alkali solution circulation tanks are installed in the rubber tank unit. The preparation unit and the recovery unit are upgraded and expanded on the existing basis. During the construction of this project, waste gas collection facilities, wastewater pretreatment facilities, and noise reduction facilities will be installed as well. Other environmental protection facilities, including recycled water treatment facilities, exhaust gas treatment facilities, emergency ponds, and hazardous waste storage areas, all rely on existing infrastructure ； The tank farm relies on existing facilities ； The utility systems, including water supply and drainage, heating, refrigeration systems, instrument air, and nitrogen supply systems, all rely on existing infrastructure. The project has obtained the filing certificate for construction projects in Shandong Province. It complies with the overall urban planning of Zibo City and the land use plan for the Qilu Chemical Industry Park, as well as the requirements set forth in the “three lines and one list” for the park. Zibo Qixiang Petrochemical Group Co., Ltd. is a joint-stock enterprise in Zibo City that integrates science, industry, and trade. It operates independently, bears its own profits and losses, and has independent legal person status. Originally a collective-owned enterprise directly under Qilu Petrochemical Company, it primarily engages in the production and distribution of chemical products, chemical additives, rubber products, as well as engineering contracting services. The company currently employs over 2,000 people, including 1,161 engineering and technical personnel. Its annual sales revenue exceeds 4 billion yuan. Zibo Qixiang Tengda Chemical Co., Ltd. (hereinafter referred to as Qixiang Tengda) is a subsidiary of Zibo Qixiang Petrochemical Group Co., Ltd. Established in January 2002, it has developed into a joint-stock enterprise in Zibo with independent legal person status, leveraging resources such as technology, personnel, and market access from its parent company. At present, Qixiang Tengda has two manufacturing sites: one is located in the eastern part of the Qilu Chemical Industry Zone (hereinafter referred to as the old plant), and the other is situated in the southwest corner of the Qilu Chemical Industry Zone (hereinafter referred to as the new plant). The distance between the old and new plants is approximately 6 kilometers. The existing projects in both the old and new industrial zones have completed all necessary environmental protection procedures, with all pollutants being discharged within permissible limits. The environmental protection procedures for the existing project are complete. In accordance with relevant requirements, the project complies with national and local industrial policies as well as relevant environmental protection policies. It also conforms to the “Overall Development Plan for the Qilu Chemical Industry Zone (2020–2035)”. The land designated for this project meets the planning requirements of the Qilu Chemical Industry Zone. The site selection for the project is reasonable in terms of infrastructure such as water supply, drainage, and heating, with obvious geographical advantages ； Various environmental protection measures are also feasible, without affecting the local environmental functional zoning. After strictly implementing the pollution prevention measures outlined in the report, the project is reasonable and feasible from an environmental perspective.
