Recently, the Shandong Provincial Party Committee and the provincial government issued the \"Three-Year Action Plan for Building a Pilot Zone for Green, Low-Carbon, and High-Quality Development in Shandong Province (2023–2025)\", which explicitly aims to create a world-class high-end chemical industry hub. The Action Plan states that by 2025, the output value of the six key industries—including metallurgy, chemicals, light industry, building materials, textiles and clothing, and machinery and equipment—should exceed 10 trillion, thereby establishing them as world-class strategic bases for basic industries. A new round of corporate technological transformation initiatives will be launched, with the revenue and profit margin of industrial enterprises above a certain scale reaching around 6%. The Action Plan proposes to build a world-class high-end chemical industry base. Make solid progress in the implementation of the Yulong Island refining and chemical integration project, as well as the ethylene project of Wanhua Chemical and the UPC project of Dongming Petrochemical, and strive to include more major petrochemical projects in the **planning framework. Strictly implement the capacity replacement targets to steadily advance the subsequent integration of local refining capacities. Optimize and upgrade the modern coal chemical industries in Zaozhuang, Jining, Heze, etc., foster and strengthen the high-end salt chemical industries in Weifang, Dongying, Binzhou, etc., and vigorously develop the chemical new materials industry. Efforts are being made to improve and develop chemical industrial parks; the proportion of chemical enterprises located within these parks has reached over 45%, and the output value of these parks (including key chemical monitoring sites under park management) accounts for around 80% of the total output value of the entire industry. In accordance with the Action Plan, Shandong will focus on the integration of steel and coking production as well as coal-based chemical manufacturing, and accelerate the optimization and consolidation of existing coking capacity, keeping the ratio of coking to steel at around 0.4. In order to promote the standardized and healthy development of the industries related to high energy consumption and high pollution, Shandong Province adheres to strict controls on these industries while optimizing those others, implements the \"four distinctions,\" and continuously improves the policies for regulating such industries. Newly launched \"high-priority\" projects benefit from streamlined approval processes and guidance, with the implementation of the principle of \"five alternatives that maintain equivalent or reduced levels of consumption.\" The energy efficiency of key products is set in line with **advanced standards for energy consumption limits, with the goal of reaching international advanced levels. Existing high-emission and high-consumption projects are subject to classified handling and renovation to improve their performance, while inefficient and outdated production capacities are phased out in a steady and orderly manner. Advance the improvement of energy efficiency in high-emission industries, so that by 2025, 30% of the production capacity will reach benchmark levels. In terms of fostering and strengthening emerging industries, Shandong focuses on areas such as next-generation information technology, artificial intelligence, biotechnology, new energy, new materials, high-end equipment, and environmental protection, in order to create a number of new growth engines worth hundreds of billions or even trillions of yuan. It aims to develop 7 **-level and over 50 provincial-level strategic emerging industry clusters. Accelerate the research, development, and application of new marine materials to extend the marine chemical industry chain. Implement the “Hydrogen to Every Home” technology demonstration project, foster an innovative application ecosystem for the entire chain of hydrogen production, storage, transportation, and utilization, and establish a **high-tech industrialization base for hydrogen energy. The Action Plan calls for increasing efforts in the exploration and development of oil and gas resources as well as in expanding reserves and production, establishing model areas for shale oil development, and facilitating the utilization of oil and gas resources in the Bohai Sea in Shandong Province. Focusing on Qingdao Port and Yantai Port, a number of LNG receiving stations with a capacity of millions of tons each will be built to create coastal LNG unloading bases with a capacity of tens of millions of tons. Promote the construction of key pipeline networks such as the Shandong section of the China-Russia East Line and the Shandong natural gas ring network, in order to establish a gas supply framework featuring \"one network and two rings\". Leverage the abundant wind and solar resources in oil fields as well as depleted oil and gas reservoirs to promote the integrated development of oil and gas fields with renewable energy. By 2025, the production of crude oil and natural gas will remain stable at 21 million tons and 400 million cubic meters respectively, while the annual handling capacity for LNG along the coast will reach 25 million tons. Shandong will establish a demonstration base for the entire carbon capture and utilization industry chain. Explore the implementation of projects for the capture and utilization of low-concentration carbon dioxide, promote pilot projects for carbon capture, utilization, and storage on a million-ton scale in the Shengli Oilfield, and explore the establishment of large-scale demonstration projects in industries such as steel, cement, and chemicals where the conditions permit. Encourage participation in the use of various low-cost carbon sequestration methods, such as those involving abandoned oil fields and mines, through market-based approaches, and expand the applications of carbon dioxide in areas such as oil and gas extraction, greenhouse cultivation, cold-chain transportation, and the production of high-end chemical products. Focusing on cutting-edge technologies such as the use of carbon dioxide hydrogenation to produce olefins and aromatics, efforts are being made to advance demonstration projects for the production of gasoline via carbon dioxide hydrogenation. Under the Action Plan, Shandong will build world-class industrial clusters with core competitiveness and leadership. By 2025, the added value of the \"four new\" economic sectors is expected to account for 40% of GDP, while the added value of the manufacturing sector will remain around 30% of GDP. The output value of high-tech industries is set to make up about 50% of the total output value of industries above a certain scale.
