How to understand the number of air cooler fins

As shown in the diagram, how should one understand the number of air cooler fins? What does it mean?

I understand that the number of fins in an air cooler corresponds to the number of tube bundles in it. But it cannot be interpreted as a number of units; once it is referred to as a certain number, it will be considered to be like pumps, with spare units available. However, air coolers generally do not have a design with one unit in operation and another as a backup.
For example, on the 3rd floor, one unit constitutes a single piece; several such pieces are connected in series or parallel to form one machine~~
One entire tube bundle is counted as one piece!
