How should lubrication and maintenance of moving equipment be carried out?

Should the workshop be responsible, or should the Equipment Department take the lead? Who is responsible for the machine repair work – how should this be divided up?
We’re a private company; women are used as men, and men are treated like animals. All of the things the poster mentioned are handled by the workers who perform outdoor tasks in the local workshops. For reference only. :lol
