How to understand the opening range of the centrifugal compressor inlet guide vane from a mechanical point of view - 80 to 20 degrees

Yes, I know this, but I just don’t understand the -80 to +20 guide vane from fully closed to fully open. What is this degree based on? How can it still be negative?
The compressor inlet guide vane adjustment has negative pre-rotation and positive pre-selection, and the impeller cutting airflow angle is changed according to the guide vane adjustment of the inlet air flow direction.
