Cleaning of the evaporator in the refrigeration unit

I’m seeking advice from experts. The refrigeration units in our factory are not performing well in terms of cooling efficiency recently, so we want to clean the evaporator. The shell side of the evaporator contains a calcium chloride solution; there are two pipes for inlet and outlet, and there’s a port at the bottom that is covered with a blind plate. We want to remove 30% of the calcium chloride solution from the shell side. Could someone please advise us on how to do this without allowing the solution to spill onto the floor?
I can tell you with 100% certainty that it’s useless; I tried it back in 2019, and high-pressure cleaning as well as chemical cleaning were completely ineffective. The scale that accumulated in the gaps of the spiral heat exchange tubes was so hard to remove even with a brush. In 2020, I cut open the housing and used a high-pressure cleaning gun on the tube bundle, but still couldn’t clean it off, and the problem persisted after reinstallation
So what did you end up doing? Was a new evaporator installed?
Yes, basically it’s back in 1 year
Ah, our factory definitely won’t agree to replace it; we still have to clean it up
