Problems with safety valves in water-tube boilers

I am seeking advice from experts: on the drawings for the drum of a newly installed boiler, only one flange port for a safety valve is indicated. According to GB/T16507.6-2013 on Safety Accessories and Instruments for Water Tube Boilers, each boiler must be equipped with at least two safety valves (including safety valves for the boiler drum and the superheater). Does it mean two of each, namely two drum units and two superheaters, or just two in total for the drum units and superheaters combined?

It is likely for safety reasons, but the testing pressure is still higher than that of the superheater safety valve
