Does the condenser need to be designed in accordance with pressure vessel specifications?

Our company currently has several porous glass-lined plate condensers. According to the design drawings, the design pressure is 0.15 MPa inside the vessel, and 0.35 MPa in the jacket. The medium inside the vessel is an organic solvent, while the jacket contains clean water. The approximate dimensions are 860*789 mm. Does this equipment need to be designed as a pressure vessel? The manufacturer told us that it does not need to be designed as such, as it is only used for condensing steam and does not have any storage function.
If it is steam, with a volume of more than 0.3 cubic meters and a operating pressure of up to 0.1 MPa, it is considered a pressure vessel.
