The angle steel used for reinforcing rectangular containers is usually attached to the wall panel on one side; but will welding the flanges to the wall panel only have an impact on the strength? As shown in the figure:

For reinforcing angle steel, the reinforcement shown in your screenshot is better than the kind that is attached to the wall panels. The reason is that the combined moment of inertia of this structure is greater than that of the one attached to the wall panel.
