Now, can pressure vessel manufacturing units without design qualifications design Class I and II pressure vessels on their own for the manufacture of their own products?
Not yet; I haven’t seen the **official documents...**
Without **official documents, design cannot be done casually.
In accordance with the notice issued by the General Office of the Quality Inspection Administration in Document No. 【Quality Inspection Office Special Letter [2017] 1336】 regarding issues related to the safety supervision of pressure-bearing special equipment: During the appraisal process, the appraisal and evaluation agencies shall conduct a closed-book examination on-site lasting at least 3 hours (with test questions generated from a question bank) to assess the design approval officers and design analysts’ understanding of standards and regulations as well as their professional knowledge; in addition, each person shall be subject to a diagram analysis defense session lasting at least 1 hour. The agencies shall also evaluate the design analysts’ ability to operate design software. Even if manufacturers are allowed to design on their own in the future, their design capabilities still need to be verified by an appraisal agency.
Without official documents, design is not possible. Given the current trend, it will be very difficult to pass the review in the future.
