Inspection issues for water-jacketed heating furnaces

I’m seeking help from experts: Our company has manufactured a water-jacketed heating furnace; the manufacturing details are shown in the image. The furnace has now been delivered to the site, and the people there are asking us to provide a supervision and inspection certificate. I consulted our company’s technical staff, who said that in 2007 the General Administration of Quality Supervision, Inspection and Quarantine issued Document No. 402, stating that such heating furnaces do not require supervision and inspection. However, I don’t fully understand this, so I hope experts can explain it to me so that I can inform the people at the site.
According to the data, the shell side is a device operating at atmospheric pressure; it falls outside the scope of the fixed-volume regulations and is not considered a pressure vessel, so it does not require inspection. However, attention also needs to be paid to the management system; it is under pressure. If the structure of this management system is to meet the requirements of relevant regulations on fixed capacity, it still counts as a pressure vessel and thus requires inspection. If the tube bank cannot be classified, then such a water-jacketed furnace does not require inspection.
