Container classification problem.

I have a gentle question: there is a pressure vessel that was manufactured in accordance with the 1999 version of the regulations and is classified as a Class 3 pressure vessel. However, according to the 2009 and 2016 versions of those regulations, it should be classified as a Class 2 pressure vessel. So, when conducting regular inspections on this vessel, should it be classified as a Class 3 or a Class 2 vessel?
The medium is hydrogen; the design pressure is 3.4 MPa and the volume is 13.9 m3.
