Do containers placed on the ground in the north need insulation?

As the title suggests, it is a container for liquids, without legs, and placed on a concrete base. Does this container need insulation?
Whether a container needs insulation depends mainly on its intended use and the process requirements; in my understanding, it’s similar to whether process pipelines need insulation. There are not only those that require electric heating or steam heating as well.
What medium is used depending on the properties of the material? Design temperature
It should be needed. Insulation layer similar to that under storage tanks

The container is merely used to hold the raw materials. The lowest temperature in winter there is around -15°C; if it is left outside without insulation, ice may form inside it. On the other hand, insulated containers are open at the top and placed on a concrete base, so they do not provide any insulation effect. I would like to know what methods can be used to prevent freezing in such containers
