Notice from the Special Equipment Bureau of the General Administration of Quality Supervision, Inspection and Quarantine on Issues Related to Licensing for the Manufacturing of Boilers and Pressure Vessels (Quality Supervision Special Letter [2018] No. 12): To the quality and technical supervision bureaus (market supervision and management departments) of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as to all relevant entities: The Measures for the Supervision and Management of the Manufacturing of Boilers and Pressure Vessels (Order No. 22 issued by the General Administration of Quality Supervision, Inspection and Quarantine, hereinafter referred to as Order No. 22) was repealed on March 6, 2018. Until the new licensing levels and requirements for special equipment are issued, the licensing levels for boiler and pressure vessel manufacturing shall be determined in accordance with the annexes, while the manufacturing licensing requirements will continue to follow existing regulations such as the \"Requirements for Licensing Boiler and Pressure Vessel Manufacturing\" (Guo Jian Zhi Guo [2003] No. 194). I. Classification of License Levels for Boiler Manufacturing
Level | Scope of Boiler Manufacturing
A | Unrestricted
B | Steam boilers with a rated steam pressure of less than or equal to 2.5 MPa (gauge pressure, the same below)
C | Steam boilers with a rated steam pressure of less than or equal to 0.8 MPa and a rated evaporation capacity of less than or equal to 1 t/h; hot water boilers with a rated outlet temperature of less than 120°C
D | Hot water boilers with a rated outlet temperature of less than 120°C and a rated thermal power of less than or equal to 2.8 MW; organic heat carrier boilers

Note: Hot water boilers with a rated outlet temperature of 120°C or higher are classified under Level C and above, based on their rated outlet pressure. 2. Boiler manufacturing enterprises holding high-level licenses can produce low-level boiler products. 3. Boiler manufacturing enterprises holding a license of Class C or above may manufacture organic heat carrier boilers; those that manufacture only organic heat carrier boilers must apply for a separate manufacturing qualification for such boilers, without regard to class level. 4. For boiler manufacturing companies that produce a limited range of products, their production scope can be restricted, such as by limiting the names of components, materials, and product types. II. Classification of Pressure Vessel Manufacturing License Levels Level Scope of pressure vessels that can be manufactured Representative products A Ultra-high pressure vessels, high-pressure vessels (A1) ； Third category of low and medium pressure vessels (A2) ； On-site welding of spherical storage tanks or manufacturing of spherical shell plates (A3) ； Non-metallic pressure vessels (A4) ； Medical oxygen chambers (A5): A1 should specify structural forms such as single-layer, forged and welded, multi-layer wrapping, banding, heat fitting, plate winding, seamless, forged, and tubed. B: In accordance with Annex 2 of the \"Notice of the General Office of the Quality Inspection Administration on Issues Related to the Safety Supervision of Pressure Pipelines and Cylinders\" (Quality Inspection Office Special [2015] No. 675). C: Railway tank cars (C1) ； Motorized tank truck or long-tube trailer (C2) ； Tank containers or tube bundle containers (C3); for C2 and C3, the product type shall be indicated; D – Class 1 pressure vessels (D1) ； Category D2: Low and medium pressure vessels. Note: 1. The classification of pressure vessels into categories I, II, and III is determined in accordance with Section 1.7 of the \"Regulations on Safety Supervision of Fixed Pressure Vessels\" ； The pressure class classification of pressure vessels is determined in accordance with Appendix A of the \"Safety Technical Inspection Regulations for Fixed Pressure Vessels\". 2. For pressure vessels designed in accordance with analysis and design standards, the manufacturing enterprise must hold an A or C class license. 3. For manufacturing enterprises with a limited range of products, their licensing scope can be restricted, such as by limiting the products or manufacturing methods, materials, types, and uses. 4. The manufacturing permit requirements for cylinders of grades B3, B4, and B5 in Annex 2 of \"Quality Inspection Office Special Document [2015] No. 675\" shall be in accordance with the requirements for grade B3 specified in Annex 1 of \"National Quality Inspection Bureau Boiler Document [2003] No. 194\".
