Is there any mandatory requirement for the overlapping sequence of medium-sized plates?

The sequence of overlapping the medium-sized panels – in other words, reversing their upper and lower positions – is there any problem with laying the panel that should be placed first? It seems there are no regulations specifying the order in which medium-width plates should be overlapped. Seeking advice

(2) SH/T 3530-2011 provides more detailed specifications regarding the sequence of assembling the bottom plate, and these should be followed.

(1) No treatment is required as long as the lap dimensions between the medium-width plates and between the medium-width plates and the edge plates meet the specification requirements. (2) If concerned, perform magnetic particle testing on the bottom plate welds after the water filling test.
