Regarding the installation of fire dikes for storage tanks

I have a question for everyone. There is a project currently in progress, where the tank areas are arranged in a centralized manner, with 8 250m3 aromatic tanks installed in two rows and four columns. A 1m high fire dike is installed around each storage tank, while a 1.3m high fire dike surrounds the entire tank area. I would like to ask: based on the site layout, is it possible to have fire dikes 1 meter high at intervals in the middle of the area?
I just checked the relevant regulations, and I think the 1-m-high fire dike in the middle of the storage tank can be removed. See the figure below for details:
This cannot be removed from the design; the authorities issued guidelines previously requiring a separate tank and a separate dike, and it is likely that the designers followed these requirements in their work. Some experts, during their inspections, find that if the requirement of using a separate tank and separate dike is not met, they order the enterprise to make corrections.
